As the Air Force moves forward, we find ourselves facing a dynamic set of new challenges. To meet these challenges we increasingly rely on our Air Force Civilians as part of the Total Force team. As the responsibilities of our civilian workforce have increased, so has the need for civilian force development. The Force Management and Development Council (FMDC,) chaired by the Vice Chief of Staff, recently approved a civilian institutional leadership development continuum that provides a roadmap for the professional development of the civilian workforce. This roadmap addresses three levels of development -- tactical expertise, operational competence and strategic vision -- and establishes the foundational baseline that all civilians are expected to meet during their Air force career.
